Keysight Technologies Guide: Calabasas, Chip Shortage, 3210, and How to Reset a Phone

Or the strange combo 3210 and how do you reset a phone. I have been managing test-equipment purchases for a 120-person engineering company since 2020, and I can tell you one thing: the answer depends on which situation you are in.

Here are the three situations I see most often.

Situation 1: You're asking the basic question—what is Keysight Technologies?

If you just need the company definition, here it is: Keysight Technologies is a test and measurement company that became independent on November 3, 2014, when Agilent Technologies spun off its electronic measurement business. Agilent itself came out of Hewlett-Packard, so Keysight's roots go back to HP's original test instruments. Keysight makes oscilloscopes, spectrum analyzers, signal generators, network analyzers, power supplies, and 5G wireless test platforms. It also provides software for design, simulation, and network security.

According to Keysight's website (keysight.com), the company serves industries like aerospace and defense, automotive, semiconductor, and communications. If you work near a test bench, you have probably seen a Keysight instrument even if you did not know the name.

If you are trying to decide whether to buy Keysight equipment, do not stop at the definition. Figure out which measurement you need first. A spectrum analyzer will not save you from needing an oscilloscope. A signal generator will not simulate network traffic. Keysight has a broad catalog, but the right instrument is dictated by the test, not by the brand.

When I compared a top-tier analyzer to what our production line actually needed, I finally understood why flagship specs were not the answer. We paid for features no one used. The mid-tier model would have passed every one of our test limits.

In this situation, my practical advice is to ask for a demo, request a quote with current lead time, and look at total cost including calibration cycles. If you only need a quick reading, you do not need a full lab instrument. Sometimes the best purchase is a used or mid-range unit, and that is fine.

Honest limitation: if your need is a casual voltage check, almost any basic handheld meter will work. Keysight is not automatically the right answer.

Situation 2: You're buying or repairing a specific item—and you see Keysight Calabasas, chip shortage, or 3210.

This is the area where I can help most, because I live in purchase orders and RMA labels.

Keysight Calabasas is a term that comes up because Keysight has a site in Calabasas, California, from the 2017 Ixia acquisition. Ixia made network test and security products, so many network test appliances and related software come out of that group. You will see Calabasas on support addresses for those products. But do not send an oscilloscope there. The RMA label is the only address that matters.

The chip shortage is not as loud as it was in 2021, but it left permanent changes in how we buy. I saw some signal generators go from an eight-week quote to a twenty-four-week quote almost overnight during the chip shortage. In 2025, you can still find long lead times on certain components. My rule is to get a committed ship date in writing, not a vague standard lead time. If a vendor cannot commit to a date, call, email, and keep calling.

Then there is 3210. If you searched a Keysight model and got nothing, I will tell you the same thing I tell my colleagues: a four-digit number is usually not enough. On our asset spreadsheet, 3210 was a line item number, not a model. The real instrument had a full model number on its rear panel, something like N5182B or 34465A. Use that full tag rather than 3210.

The lab manager told me to verify calibration certificates before paying a repair invoice. I skipped it once. The unit came back calibrated and still failed the exact range we needed. That cost us a $900 invoice and a week of lab time.

Another time, the spreadsheet said a cheaper calibration vendor was the smart move. My gut said otherwise, because they could not document how they handled firmware updates. I went with my gut. The cheaper place went quiet two months later. I never regretted that call.

If you are buying a used unit, ask for the calibration certificate, the firmware version, and the service history. In the post-shortage market, used equipment is a normal option, but only if you can document its condition.

Situation 3: You're working with a phone—so how do you reset a phone?

This one is less obvious but common. If you are testing 5G smartphones on a Keysight wireless test platform, a clean phone matters. Old Wi-Fi profiles, a VPN, or a half-installed app can affect the test result.

How do you reset a phone? For Android, the mainstream path is Settings > System > Reset > Factory data reset. On Samsung, it is Settings > General Management > Reset > Factory data reset. For iPhone, go to Settings > General > Transfer or Reset iPhone > Erase All Content and Settings.

But do not stop there. On Android, you can automate a reset with ADB commands or a device-management tool. On iOS, use Apple Configurator or a similar tool. If you do a manual reset in a lab, make sure the phone is not tied to an MDM profile before starting. And if this is a personal phone and you are trying to bypass a forgotten lock, the official manufacturer method will be different from a simple factory reset.

Which Situation Are You In?

Here is how I think through it:

  • If you only need to know what Keysight is, you are in Situation 1. Start with the measurements you need, not a model name.
  • If you have a part number, a purchase order, an RMA, or a question about lead times or service center addresses, you are in Situation 2. Verify the full model number and the RMA destination before doing anything else.
  • If you are preparing a phone as a test device, you are in Situation 3. Reset to a clean state, automate if you can, and never reset a corporate-managed phone without checking the policy.

If you do not fit any of these, that is okay. Honestly, I am not sure why some searches lead here, like 3210 by itself. My best guess is that people have a partial part number and no asset tag. If that sounds like you, look for the metal label on the equipment; that is the answer.

Final Thought

The best Keysight advice for a buyer is not 'buy the biggest model.' It is 'buy the right model and know what you are actually approving.' Calabasas is a real site, but not for everything. Chip shortage lead times can still catch you. 3210 is not a model number until you prove it is. And if you need to reset a phone before testing, do it before the test bed is waiting, not after.

If you think you made a mistake after approving an order, I still do that too. I hit submit on a $42,000 network analyzer and immediately wondered if I had chosen the right options. What helped was having a written spec, a committed ship date, and a support contact. The decision felt much safer after that.
